The ‘as you type’ lists are designed to improve coding accuracy and the overall user experience when filling in their Census form. As such, the list for the two country questions is not limited to official country names as per the New Zealand Standard Country Classification 1999 (NZSCC): http://aria.stats.govt.nz/aria/# ... onVersion/CARS7565.
The list also includes common responses from previous censuses that can be directly coded to a country. For example Taiwan is included in the list as a recognised country in the NZSCC. Tibet is included in the list as a common response, data for this response is then coded directly to the People's Republic of China.
