Well, since 2006 we have the IEP. The Initial Evaluation Process (IEP) assessment method is a quick method of identifying if a building is potentially earthquake prone. The IEP is a fairly crude look at the building based on its age, the type of materials used, the construction type and other factors. It can be a fairly quick and cheap procedure. The answer pops out the end as a percentage of New Building Standard. If it is below 33%, the building is called Earthquake Prone, if it is between 33% and 66% it’s called an Earthquake Risk . Key Timeframes
The Auckland region is defined as low seismic risk area. TA's in low seismic risk areas must complete their assessments within 15 years, Where a TA determines that a building is earthquake prone and notifies the building owner, the owner must strengthen or demolish the building within the given timeframe. For low seismic risk areas the remedial building work must be completed within 35 years (after the issuance of an EPB notice).
Where a TA notifies a building owner that their building is potentially earthquake prone, the owner will have 12 months to provide an engineering assessment or advise otherwise. The owner can apply for a one-time extension of up to 12 months in certain circumstances.
