公民因特殊情形不能亲自递交申请的，可以委托有完全民事行为能力的配偶或直系亲属代为办理，但必须提交委托书，委托人和受委托人居民身份证原件及复印件。至于委托书的书写格式请找度娘

I did it once.

I wrote a letter to state the reason and authorize my sister to get that for me, I sign it, took a picture and sent it over wechat. My sis printed it out and went there, got the paper for me, no problem.

But I do leave my shenfenzheng (ID card) in China, so she had the original document

委托书可以去大使馆出一个证明 然后寄给国内
