请问，2013年买了city公寓楼花，现在要交割了，想在交割钱卖掉。

这种情况需要付资本利得税吗？如果请税务代理，费用是多少？有没有什么合理避税的方法？

必交无疑，不过这不叫资本利得税，这叫“所得税”。

developer transfer to you on same day.

same day you transfer to new buyer.

Your sale is within 2 years.... mandatory payment to IRD ( no need to argue intention test).
If someone is telling you to use other documents ( eg assignment, novation for your sale), it won't work. It will become tax evasion, will lead to prosecution.

看交割日是今年所以要交
