flood plain属于水系周边100年(通常取100年,也可能有20年,50年,200年)一遇洪水淹没区, 这是根据百年一遇降雨量和河湖上升以后的水位计算出来的淹没线. 原则来说flood plain是不能新建房屋的。

flood sensitive area属于淹没区以外的洪水敏感区,一般是比淹没区高0.5米。这种地段的房子如果已经建成而且有过加高处理，应该是没什么问题的。但是不建议买。

帮LZ问两个问题
1. overland flow path， 3h, a 4000m2 and 2000m2 这个需要注意什么？
2. flood prone areas,

with overland flowpath going through the land, if you need to build a new house, diversion of the flow path will needed to be designed by engineer for council approval. normall y diversion route will be constructed around the newly built house.

this is what I got after consulting council engineer.

you mean earthwork will be needed if the overland flowpath going through the land?

can be like a shallow concrete trench, earthwork should be involved.
