New Zealand housing affordability is again under the spot light with new international research putting our nation's housing among the most overvalued in the developed world.

The Economist magazine has looked at global house prices against people's relative after-tax income and the price of renting.

It found New Zealand's rampant housing market grew at 7.3 per cent in the last year, the sixth fastest among 23 surveyed nations.

Housing in this country was 74 per cent overvalued compared to rents, the third worst surveyed country. Only Canada on 76 per cent and Hong Kong on 79 per cent fared worse.

In relation to income, New Zealand housing was 30 per cent overvalued, behind Canada (32 per cent), Australia (33 per cent) and Belgium (46 per cent).

"Based on an average of these measures, houses are at least 25 per cent overvalued in nine countries," the Economist found. "Judged by rents, the most glaring examples are in Hong Kong, Canada and New Zealand. The overshoot in these economies and others bears an unhappy resemblance to that prevailing in America at the height of its boom before the crisis."

Real Estate Institute of New Zealand figures show the national median house price for July was $416,000, a jump of 8.1 per cent year-on-year.

澳洲，加拿大和新西兰三国什么都表现的惊人相似：
1）全球十大宜居城市它们都有（http://fashion.sina.com.cn/l/sn/2013-09-04/091821570.shtml）
2）社會進步水平最高的國家前10.（http://www.socialprogressimperat ... /countries/spi/dim1,dim2,dim3）
所以讲它们房价与收入，租金比（尤其新西兰--房东比较Kind倒是真的--租金早该提了！）高估，没多大实际意义？就象43 Domain Rd（1642地）卖78.1万（http://bbs.skykiwi.com/forum.php ... &extra=page%3D1)而61 Jutland（？800多地）卖170万（http://bbs.skykiwi.com/forum.php ... &extra=page%3D1）没可比性，谁叫我们就象在Takapuna呢，当然啥都值钱！

In relation to income, New Zealand housing was 30 per cent overvalued, behind Canada (32 per cent), Australia (33 per cent) and Belgium (46 per cent). - yes i agree. because it attracts many ppl from overseas with deep pockets, plus many new migrants with overseas savings. CA and AU are both countries with many migrants.

其實要我判斷，新西蘭的房價目前來看還是安全的，有泡泡，但沒那麼快破。

但是我就是受不了那些炒房投機者有關房價無論如何都不會跌的言論，什麼剛需啦，什麼熱錢啦，什麼房產投資永遠都不虧啦，無非就是想繼續托著市場，讓自己名下的那些物業在上市的時候有人接盤，避免自己成為最後那個傻逼唄。不動產投資是好事，但得看怎麼投，槓桿風險有多大。縱觀全球房市，哪有永遠不跌的，哪有槓桿經濟不破滅的道理？資本永遠是逐利和殘酷無情的。

現在新西蘭的經濟還在恢復期，需要房市帶來的資金和活力，但如果資本都流向房市，長此以往無疑是對經濟不利的，政府豈會不明白這個道理，到買不到房子的民眾出現不滿情緒的時候，政府難道就一直坐視不理？
這屆不好說，下屆2017年大選，資本利得稅和限制外國人買房基本上板上釘釘的事情，政府要看民意的，民意變了，變臉快過變天！！

房地產投資永遠是這樣的循環，踩的準就發大財，踩不準的，危機一來就是如山倒，每次都會送不少人上天台，循環往復，哪個地方不是如此？剛需如中國大陸，托市如中國政府，面對今天的樓市一樣沒有辦法。新西蘭彈丸之地，資本市場這麼小，熱錢一撤，如果你的槓桿風險太大，基本上完全沒有辦法應對，到時候滿世界都是法拍屋，送人都不要。

there are 3 different groups of ppl buying properties ba

- speculator, that is the ppl you are saying. they buy and sell and make profit. they want the price go up so they can see. don't think there are many of these ppl in skykiwi.......they are really rich ppl....

- investors, they buy and rent out for long period. many ppl here are i think. they are more interested in the long term rise. (and from history the price does rise, say double in 10 - 15 years)

- owner, they buy and live in. many of them don't care much of the house price. they may hope the house price drop so they afford to move to a big one, but some may hope their own house price go up so they can get extra loan from bank to buy 2nd one so they can be investors too.

一個家庭名下不算自住的話，如果還有超過3套投資房，很大機會被算為speculator，坐擁10套的就更不用說了，他們買房的時候是為了收租還是為了等房產增值出售獲利？用膝蓋都能想明白！common sense!

以目前新西蘭房屋目前的售價和出租價格之比來看，以出租為目的的房產投資除非capital達到50%以上，差不多都是在倒貼錢的，越好location的房子越是倒貼錢，還不是為了希望投機獲利？

當然，capital投入健康，槓桿風險不大的真正投資者還是要鼓勵的，金融危機來了他們也能支持下去，也太不怕泡沫。目前新西蘭房地產市場上，這種人還是不少的，但再這樣肆無忌憚的鼓吹和瘋狂下去，投機者會越來越多！拿著自己的收入，去銀行貸足資金（他們稱為子彈），四處出擊用盡這些貸款，用到極致！他們真的不知道那些上天台的人是怎麼死的嗎？

it is hard to say. Even the current rent is low, one can claim he/she expects the future rent to go up to make profit, rather than capital increase.

Joe and Gail’s reason for buying the property is for rental income—the hope of a higher resale value wasn’t a reason for the purchase.

In this case, the rental income and recovery of any depreciation they’ve claimed against
the property is taxable. Any profit from the eventual sale of the property is unlikely to be taxable.

大家投资房地产是好事，但除了知道涨的房市也要懂得跌的房市。新西兰房产不至于大跌，因为除奥克兰外其他城市房价基本没涨或跌或很小涨，所以除去奥克兰基本是没有泡沫的。而奥克兰房价虽最近几年实现一轮涨幅但因为新建房数量增长不够迅猛所以就算一旦进入slump也不会像爱尔兰那样痛跌个50%。但问题是即使slump时是不涨或小跌，各位也须谨慎入市，因为现在奥克兰房市的fundamental不太make sense，主要是还没见到迟迟没来的租金catch up，所以没有这个光靠capital gain 是有比较大的风险的。我只是把一些实际情况给大家分享，再加点点个人意见，当然最后各位是买还是等，还是自己的决定。

所以说有些investor在狡辩说什么NZ已经有房产的capital gains tax了啊不需要再设新的capital gains tax了啊，其实nz的这个只是针对speculator和dealer developer 一类的income tax而已，对于long position的property investor是没有所谓的capital gains tax的。所以我一直都支持设capital gains tax，这个道理再简单不过了。

是的，任何东西都有周期，包括房产市场。在人人都看好房市的时候，就准备等着跌吧。

设CAPITAL GAIN，第二套房收1-2%的房产税，房价不下才怪，政府目前替富人说话，还想吸引海外有钱人，
那天要打房，也就一二个政策就解决的事儿。

CAPITAL GAIN and 房产税 are 2 different things.

one is based on value INCREASE
one is based on value ITSELF

澳洲有 CGT，限制外国人买房。。。悉尼去年到今年很多区涨了30%以上。。。

singapore 的外国人只能买新公寓，而且不是freehold 的，都是什么99年 999年那种。
还是很多中国人去买，房价还是一年比一年高，因为很多华人在那留学，租金贵，不如买个

说到capital gains tax, 我觉得还有可能会引起房价涨呢。
这毕竟是是在交易过程中的额外支出，凭什么这笔钱就一定要由卖家负担而不会落在买家身上呢？有人想过这个问题没有啊？
再说有这个税的国家，比如英国，美国，加拿大，一线大城市没有一个房价便宜的。说白了，收这个税能否抑制房价不确定，但毕竟国家可以多些税收，多发些福利。还是有点劫富济贫的味道，毕竟买的起房子的人也算有钱人了。

呵呵，这CGT本质就是劫富济贫，附带作用提提振房价。能劫富济贫的小国家才能比较长治久安，又不能对外劫掠缓和内部矛盾，如果还不劫富济贫一下你让政府从哪弄钱搞福利啊？所以不论怎么折腾这国家到了某一时刻还是要搞CGT或其他的富人税的，这不是说哪个政党政客更英明有远见，而这根本就是个没法绕过去的坎，要维稳要给穷人钱，钱从哪来？

所以我一直都认为那些以各种理由明里暗里反对CGT的人是太没良心了，他们只想着自己口袋里的钱少了，可他们自己不当家不知道当家的难啊，当家的没了税收从哪弄钱维稳啊。要想稳定社会继续赚钱，就必须实行CGT，再喊什么tax cuts的那是真要把我们当家的给逼上绝路啊。

最近新出的property investor magazine里＂专家＂几乎都是清一色的反对CGT，某会计所专家还甚至为investor之前没了房屋折旧这一项抵税费用打抱不平，他可能以为政府是一个摆事实讲道理的地方，所以他为投资者没了折旧又添CGT打抱不平。可还是那句话，不当家的不知道菜米油盐贵，他可是替当家的想想有人吃的少了饿肚子发牢骚了你给他们摆事实讲道理有用吗能解决问题吗。呵呵
