　　在1988年7月3日，两伊战争将结束之前，IR655号班机被美国海军的导弹巡洋舰文森斯号（USS Vincennes）击落，290名乘客和机组人员，包括38名非伊朗人，妇女、儿童118人，其中66名儿童，1名孕妇全部罹难。当时文森斯号在伊朗水域内。
　　美国政府发出照会对人命丧失表示遗憾，却从未承认错误，负上责任，或对事件道歉。美国政府官方上继续指责伊朗的敌意行动造成这次事件。这政策来自副总统老布什在1988年8月2日向共和党领导的发言，提到“我绝不会为美国道歉，永远都不会！我不管美国干了什么，我不理会什么事件真相！”
　　1996年2月22日，美国答应支付伊朗6180万美元作赔偿（每名领工资遇难者$300,000，每名不领工资遇难者$150,000）给248名遇难伊朗人。美国未为被击落客机支付任何款项，客机估值约3000万美元。这是双方同意的和解，以撤消伊朗在19**在国际法院向美国提出的起诉。美国明确标明这笔赔偿为特惠金，不肯承认要对事件负责或负有法律责任。
