Cruising is when a bunch of kids drive on the same street over and over again, bumper to bumper. They do it to show off their cars, to look at each other, meet new people, just something to do. Not only does the traffic almost stop, but the big problem is that it can lead to altercations, between gangs, rival school students, kids just getting crazy and yelling at each other, leading to fights, etc. (Now cruising has olds who did it when they were kids.)

it means you can't just drive around just to drive or "cruise." It's to keep traffic down. In Hollywood a lot of people go there so they need to be sure people aren't just driving around the block over and over again. if you drive around the same block over a certain amount of times, you can be ticketed. i've never had it personally done but have talked to cops in Hollywood and have also witnessed the signs.

就是  类似哈雷那种机车这边叫CRUISER  因为新西兰黑社会都开这种摩托车

警察为了反黑建立文明安全和谐基督城  就不让这种车在白天主干路上停放和上路
