Builder may refer to:
General contractor, that specializes in building work (A)
Subcontractor (B)
Construction worker who specializes in building work (C)
Real estate developer who causes buildings to be constructed (D)
Carpenter, a skilled craftsman who works with wood (E)

Other

Builder (detergent) a component of modern detergents
Builder (hockey) in ice hockey manages or builds the game
Builder (US Navy), U.S. Navy Rating
Builder pattern, an object-oriented design pattern
Builders Energy, an oil and gas services company based in Calgary, Alberta, Canada

How is ‘residential property developer’ defined?The Act (section 7) defines a residential property developer as:
a person who, in trade, does any of the following things in relation to a household unit for the purpose of selling the household unit:

(a) builds the household unit; or (= Builder A/B/C above)
(b) arranges for the household unit to be built; or (= Builder D above)
(c) acquires the household unit from a person who built it or arranged for it to be built. ( not included in wiki builder above )

A residential property developer includes any person who, in trade, builds or arranges to build a household unit for the purpose of selling it. This could include large developers, or builders or individuals building homes on ‘spec’.

It also includes a person who, in trade, buys a household unit from a builder or developer with the intention of selling it on.

so i guess in most of the cases, you can call the builder developer , or call the developer builder (unless it is developer C), no much difference.

Am I correct?

另外，看不得有的人一口认定xxx就是某某的意思，容不得别的想法和可能性

不是我吧？我一直很郁闷为啥有些人需要为这些东西那么纠结
