标题: 有COUNCIL building方面的专家吗？——MALL里店铺安装玻璃需要consent吗？？？ [打印本页]

MALL里的店铺装修，6米多的宽的店铺连个玻璃橱窗都没有实在说不过去，但是问题也随之而来了。
需要CONSENT吗？
问朋友很多人都说不要。问玻璃供应商说要做个producer statement，在是否需要CONSENT问题上他们认为MALL在店铺内部的不需要。
但是如果都不要那个producer statement做啥用啊？问隔壁店的COUNCIL说要CITY去问，好吗？到了CITY等了一个小时，一听是要店铺装修上给一沓表格，还列了清单。

就加个些灯，涂个涂料，安个招牌，弄个地板就要要FIRE REPORT?！！！！
彻底傻眼了！！！！

Interior non-residential alterations
Exemption (ag) of Schedule 1
A building consent is not required for the following building work:
(ag) the alteration to the interior of any non-residential building (for example, a shop, office, library, factory, warehouse, church, or school), if the alteration does not-
(i) reduce compliance with the provisions of the building code that relate to means of escape from fire, protection of other property, sanitary facilities, structural stability, fire-rating performance, and access and facilities for persons with disabilities; or
(ii) modify or affect any specified system.
Guidance
The purpose of this exemption is to allow for non-residential buildings to be altered internally, for example the fitout of a commercial property. This exemption does not apply to residential buildings, including communal residential buildings such as hotels, retirement villages or camping grounds.
A building consent will be required if the proposed building work affects or modifies any of the following aspects so as to reduce compliance with the Building Code.
Means of escape from fire
Protection of other property
Sanitary facilities
Structural performance
Fire-rating performance
Access and facilities for people with disabilities

按这奥克兰的说法，需要走下面这个程序
Requesting an exemption under Schedule 1 item K
Item K provides Council with the ability to exempt building work from the requirement for a building
consent.
If an owner wishes to apply for an exemption, they should use application form AC2119 Application to
request an exemption of building work under clause K of Schedule 1. The same level of information
required for a building consent is required in support of the application together with the justification
for seeking an exemption.
· a statement from a fire engineer must be provided confirming that the building work has no
effect or does not reduce the compliance of any existing fire safety features
· if an exemption is granted, an assessment of s.112 is not required
Council will review the application and grant or refuse the request accordingly; a deposit is payable at
lodgement. The full cost of reviewing and determining whether an exemption is viable is based on an
hourly rate. Please refer to the fee schedule for further information about fees and charges.

至于吗？安装在店铺范围之内（以MALL走廊瓷砖为分界）的一块玻璃！！！

到底是要还是不要？

请问怎么办好？

个人觉得，这个玻璃完全不影响防火分区：在防火分区的设置方面，MALL的公共走廊和店铺是以卷帘门分隔的。这个MALL里的大部分店铺都做了落地玻璃。

应该是不用的，但一般来说必须要先得到Mall body corp 的同意。

Council上班的請進 - 這麼大的打擊面難道樓主會覺得Council 裡面那些做 IT 或會計的華人朋友會懂得解答你這個問題？

不好意思我不是building方面的不過樓主為什麼當時不直接向那個building officer 提出你的質疑呢？他既然列出一大堆東西那恐怕是要了

再不然你就拿你在網上找到的資料再去Council和他們當面問清楚吧？要是真的確定要申請那你也沒辦法了

那个OFFICER不是洋人亚洲某地的，我们等了一个多小时问柜台的人进去催了之后才来叫的我们，似乎有点不高兴。没怎么问就说要，给表格让我去填。在这个事情上OFFICER的个人意见是否也会存在不客观的因素呢？

看不懂什麼是“不是洋人亚洲某地的” 他是亞洲人？你是去Graham Street 那個office 嗎？他們至少有兩個華人building officer在裡面啊是Graham St的話我PM你他們的名字或許你可以直接找他們問 (當然你之前見那個是否是那些自己覺得自己高人一等的華人員工我就不知道了也有可能是新的) 但我所認識的兩個他們應該都OK的

是去的那个OFFICE好像有华人都在屏风背后，看不见。好像柜台是按店铺所在地区ST JOHNS分的。是个阿三。不知道能否直接问华人？

不能简单的说要还是不要，要看具体情况。如果你把情况已经说清了Council说要就是要的。

既然姐都去我招聘帖子去问了,也不好意思不来帮帮忙啊. 我们每天大多做的都是民宅设计报批,说实话对于商业报批的话语权不如民宅方面. 照片上council officer列举出来的都是报批需要的基本材料,也没明确的跟你说因为哪几方面需要报批. 我也不敢确定, 我个人的观点是不需要报批,1.加一块玻璃是内部partition,不涉及到整个mall的结构 2. 防火方面也不是把shop全封死,一般不会影响逃生路线.另外赞成你的观点,店铺在边上,一般不会影响到防火分区. 3. 经常遇到问council officer问题,发现其实不一定每个officer什么都懂, 所以也没办法全部相信他们所说.

谢谢啊，总体感觉那人对我们催他有点意见，但我们实在是等了一个小时，柜台本来说的可是14分钟。
可是我查了资料发现，不报似乎也站不住脚

确实有些纠结。请教下，如果我不理他们就把玻璃安装了将会有什么后果？

本来我去就是咨询下是否需要，我在柜台的时候是列了增加灯具、墙面涂料、增加落地玻璃、安装店招牌、安装木地板这些。排队到了咨询时间，就问了下开新店吗？我说是，就说要。其他基本没问。对康嫂工程师的回答（也有可能不准确）有没有质疑的地方？
