如題, 請問如果想買的房子需要加建厠所或改浴室設計, 何時可開始向Council申請? 一定要等到交割日拿了鎖匙後才可以申請嗎? 還是付了首期之後就可以呢?

交割日啦，或者跟屋主商量咯，

只要有买卖合同，不要等到交割日，马上可以申请

easy to say , difficult to be done... Vendor is not obliged to give you access to do measurements etc.
