Any post graduate diploma related to these two subjects? Which one is better? Also , I am PR here but recieving my Uni Education in China no local education in NZ, IELTS is required?

no exemption? If I can prove my English Level is ok, like work experience locally in NZ and aboard.

If you are a PR then you are not necessary to submit your IELTS result

Maybe try to contact the Uni first. If you do not have a local education that's really case by case.
logistic could be better.. a promising area..

case by case?From your experience, in what situation IELTS is not required?

if say citizen is not require then new kiwi citizen will not require ielts as well.. therefore, new PR will later transfer to citizen. Therefore, you could have the argument say that we are already permanent resident here .. should be qualify for IELTS exemption. Whether the university buy it.. that depends.
