当我两年半前第一次来到新西兰的时间，SARS正在亚洲乃至全世界肆虐。同时，纽币升值，“绑架的季节”，Modern Age Language Institute倒闭的丑闻，这些导致了新西兰原本优于澳洲和加拿大的竞争优势开始消失。

然而，对于外部环境的改变，新西兰政府是这样应对的：

2004年初，当我还在国内度假的时候，我的电子邮箱收到了来自大学的消息：强制性保险。这点上也许我无话可说，保险的确能救急，同时政府的卫生系统也可以顺理成章地推卸掉原本属于自己的责任。那么来吧，一年多400刀的开销。与此同时，学费开始大涨。

2005年，移民局开始"很认真地"对待健康政策。于是乎，很多学生在续签时候被要求做X光检查。

到了2006年，移民局又有新花样。签证费一次从70刀涨到了120。经济学上也许叫“恶性通货膨胀”吧。。。如果我没记错的话,储备银行的通货膨胀范围只是1－3％吧！更过分的是，移民局重新设计了表格，增加了很多新的项目，体检的价格激增到至少310刀。我想请教政府的是：你能让新西兰公民每两年做体检么？如果不能，为什么要逼我们做呢？我的一个KIWI朋友刚去中国旅行，政府能让她去体检么？

拿我自己来说，我每小时赚最低工资税前10刀。单单一个毫无意义的体检报告，我得工作两周才能做得起。也许一些朋友有钱，但并不是每个中国学生都能一次买三台宝马车或者会试图进口价值800万的毒品的。我并不有钱，我们当中的大多数并不有钱！

作为国际学生，我们付GST，我们交PAYE，我们跟KIWI付一样的路税，我们的学费是当地学生的四倍多。我们履行公民的每一项义务，但却没有任何的发言权。也许是因为我们不能投票吧。也许这就是为什么政治家会用免息学生贷款讨好本地学生，而国际学生却无人问津。

最后，我想说，新西兰是个美丽的国家。大多数的新西兰人很友好，我结识了不少。最近，很少有学生来了，也许是因为汇率，是因为那些负面消息，是因为移民政策。但我认为，更重要的原因是新西兰政府看待我们是摇钱树。也许政府会认为随着毕业学生的离去，过去发生的种种会随风而去。杀鸡取卵，你们可以故技重演。我也不得不承认，我们对此无可奈何。但是移民局的所作所为，只会更深更彻底地摧毁新西兰教育的名誉，新西兰的教育界是真正会为此付出代价的。

几天前，我在中国的朋友问我“你在新西兰还好吗？”
我回答“为了签证，我付了400刀，价值2000人民币。”

A bit about myself, I am a student from China who studies at Massey Palmerston North. I am also a part-time worker at a local supermarket. Life sometimes was rough, to find a balance between study and work is not easy. Though fundamentally I am not an optimistic type person, almost three years since I first left home, I still believe in the place called Hope, I still believe that there are always better days to come, and I still believe that tomorrow can be better than today.

When I first came to New Zealand, which is more than two and half years ago, SARS was spreading rapidly in Asia and the rest of the world. Also at the same time, the Kiwi dollar was appreciating quickly, “A season of kidnapping”, the Modern Age Language Institute scandal, all of these made New Zealand started losing her competitive advantage over other countries like Australia and Canada.

However, the following continuous policies were the reaction from New Zealand government towards the change over external environment:

At the beginning of 2004, when I was on holiday back hometown, my email inbox got a newsletter from the university: compulsory insurance for all. I can’t argue too much on that, coz insurance can help us on emergency situations while easing the pressure on the governmental health care. Well, bring it on, $400 more per year. Also at the same time, tuition fee soared, 10% per year.

Year 2005, the New Zealand Immigration Service (NZIS) started to take its health policy much more seriously, as a result, lots of students were asked to take X-Ray check or a full body check when applying for renew student visa.

Time turns to 2006, NZIS once again brought something fresh. A $50 increase in student visa application fee (from $70 to $120), which was a bit similar to the concept of “Hyperinflation” in the studies of Economics. If my memory was not wrong, the inflation target of Reserve Bank is only 1-3%! There are something more outrageous, now the NZIS re-wrote the Health Requirement Leaflet, added more sections to the medical report, and that brought the cost to more that $310! Here is my question: Can the government forces New Zealanders to do a medical check every two years? If not, why you can do that on us international students? For Kiwis like my friend who just had a China trip, can the government asks her to do the same thing which was implemented on us?

Take it personally, I was paid a $10 per hour minimum wage. And the medical report alone will take me at least two weeks to overcome that expenditure which is absolutely meaningless. Yet some of my friends are rich, but not all Chinese students can buy three BMW at the same time, only two students would try to import methamphetamine which is worth 8 million dollars. I am NOT rich! Most of us are NOT rich!

We international students pay GST, we pay PAYE, we pay the same rate of road tax as Kiwis do, we pay four times more than domestic tuition fee. We are fulfilling the same duty as New Zealand citizens, while we do NOT get a say on any issue. Probably it was because we can not vote. Maybe that is the reason why there were politicians courting kiwi students by offering interest free student loan, but hardly anyone mentioned us international students.

In the end, let me say, New Zealand is a nice beautiful country. Most New Zealanders are friendly, and I met lots of them, they are truly grateful. Nowadays less students are coming, in part because the high exchange rate, those negative news, the immigration policy etc.. However, I think more importantly, because the New Zealand government is now treating us as Money Cows. Yet you may get more from existing students because we have not finish the degree so that have to stay but not go away. Like an old saying…kill hens to get more eggs. Yes, you may keep doing things that way…business as usual. And I have to accept that we can hardly do anything about that. But all of those, are not going away with students who have graduated or will be leaving soon. The ways NZIS doing things will only further damage the reputation of New Zealand education, and New Zealand education will be paying that price one day.

Few days ago, my friend in China asked me: “How’s going in New Zealand?”
I answered: “I am paying $400 more to get a renewed Student Visa.”

人家会说了：谁让你来的~~~~有本事你别来呀~~谁也没逼你交钱办visa，好好的中国不待，你自己非要花钱买罪受，还要反过来骂我们~~~~我们摆明了就是榨你们钱，耍大爷的请走人，不少你这份儿钱；可你要是不交钱，就别想留下来~~~~

对于这种无赖国家，说什么都是没用的~~~~

你看看现在留学生减少的情况下, 为什么政府还要好几次到中国去推销他们的教育? 新西兰其实需要我们才能让他们的经济有更大的发展, 如果我们都不来, 他们决不会有今天这样好的经济局面, 生活水平也不会象现在这样高

这只是咱们一厢情愿这么想

就好比，外地人总是说，没有外地人，就没有北京~~政府也鼓励人才进京~~~可是北京人会说，我们宁可不发展，也不喜欢外地人进京~~~一个道理

现在是咱们求着别人办事，说话就是不硬气，有什么办法？！谁让咱当初选择来这个鬼地方来着~~~~

忘了说了，我问一个nzis officer为什么涨钱涨得这么厉害，她说的很直白，因为申请的人多呗
其实这很符合经济规律，不是么？！
我也会抱怨，但是，抱怨有什么用？！就能不交钱了？难道跑到nzis里拍着桌子说：老子不满意你这个高收费，老子就是不交钱了~~~~谁有胆量谁可以试试看~~~~

不想买的绝对可以选择不买，对吧

知识分子的可悲就在于，有热情，有理论，但是这些在不讲道理的人面前是没有作用的
大家应该想想怎么把花出去的都拿回来
甚至，也该想想值不值得花钱出来

Yeah, there are lot of example like that.

I am from university of auckland, 2nd year, about two weeks ago i hand in my Visa application, then my application was reject by them, the reason is that i didn't hand in the OFFER OF PLACE. The thing is before i handed in, i have been to the internationl office to ask about what kind of doctument that i have to provide, then the school give me a letter whcih states that i am returning student. And people from the Internaional office this letter will do the trick( lilke a offer of place). However i got reject by the immgration office.

Then i went back to the immgration office, try to find out why i got reject. I asked this Lady at the front counter.

She said this:" NO offer of place no Visa, don't argue with me!! i don't want answer you question, next!!!!"

In fact, i wasn't argue at all, i was asking, actully in a quite nice way with good manner. But all i got is the shity face and unreasonalable answer.

WE PAY THEM MONEY TO GET THAT LITTEL SHITY STICKER ON OUR PASSPORT, THEN THEY TREAT US LIKE SHIT.

I couldn't stand that.
