A goods vehicle is legally defined as either designed exclusively or principally for the carriage of goods or used for the collection or delivery of goods in the course of trade. Vehicles designed exclusively or principally as goods vehicles are trucks, utilities and vans without passenger seats. Any vehicle that is designed to transport people is not designed as a goods vehicle. A passenger vehicle used as a goods vehicle to pick up or drop off goods in the course of trade is not so obvious as a vehicle designed for transporting goods. Even though you may have been dropping off goods, if our officer does not see you with the goods, an infringement notice may be issued. Write to us with a copy of the delivery receipt and we will review the infringement notice.
