But he wonders what will happen when the three-year transition cap comes off in 2015 and leaves him paying the remainder in one hit.

难道2015以后就会一次过把剩余的加上去？

以CV算是听起来公平，但是他等房子无路灯，无便道，无水，无污水管道，缴1W多每年，享受到什么了？
