As long as you think the noise is excessive, you could lodge a complaint with Council - there are different noise limits applied for different times of the day but whether the noise really exceeds the limit or just a perception would be tested by a noise officer before any action is taken.

警察会来的啦.
但是有没用就成问题了.city的还是挺有效的.
