可以的，好像政府还是移民局的accredited employer，签证成功率会大一些

内政部是绝对要citizen的,移民局是要pr,有朋友给city council做contractor的，是工签。其他部门不知道啦。

this is not right, i was on visitor visa when I applied the position in Ministry of Education, I got their offer and applied for work visa successfully.

至少要valid working visa吧，job ad上会写清楚要求的。我第一份工作是在auckland city council, 貌似有问过我有没有PR.
