我朋友家用的后者，好象没网络的时候就无法打电话？网络很差的时候，电话的质量也很差？

voice quality has got nothing to do with your broadband speed unless you are using VOIP..

但是感觉她自从把landline rental换成landline包在宽带里以后，landline的质量就差了很多啊。。。而且上不了网的时候，电话也无法使用？

The ISP is Orcon but I'm not sure the name of the plan. She doesn't need to pay the land rental anymore as the phone line is included in the broadband.

The internet wasn't very stable ever since she changed it from normal broadband to this one (same company).

the one with no landline rental looks like a VOIP plan. That's probably the reason for the bad quality.

yeah, that's VOIP, it's mentioned in the FAQ below the page.

因为电话是IP电话所以需要网络通常才可以保证通话质量
