是必须和所学的作业完全相关还是沾边就可以？

相关就是沾边。你读marketing的去做sales就是相关，读会计的做帐就是相关。。。。

相关的意思是工作经验是否要求也可以作为skilled employment吗？
还是比它低一些也可以？

skilled employment is consistent with the occupational tasks for your occupation in the Australian and New Zealand Standard Classification of Occupations (ANZSCO) SKILL 1,2,3.
