从2011的1月1号开始，student loan和student allowance都需要PR 2年后才可以申请~

Changes to Residency Requirements for Student Loans
Permanent residents and Australians are now subject to a two year stand down before they can receive a Student Loan. This means they need to have lived in New Zealand for at least two years and be ordinarily resident in New Zealand in order to get a Student Loan. Permanent residents also need to have held permanent residence for at least two years to qualify.

2011年1月1日之后,学生贷款需要满足PR满2年以上的条件.

在1月1号的时候如果你的PR还不够2年，新的政策你就不能申请贷款。但是如果你在1月1号之前已经在读而且有贷款了，这样你就可以在1月1号后继续你同一个课程的贷款，直到你的这个课程完成为止。
