Different company may have a very different way of hiring people, HR is normally the people you need to talk to, if they really don't have a vacancy, you can try to talk to them or email them to put you on their waiting list, and email to check every month. (But this normally won't work quite well, unless you are really capable at communicating)
the best way is to find the vacancy through recruiting agency, and build a good relationship with them, because they are paid if they successfully recruit someone for other companies. So, if you are a talent, they want you in order to earn.
