Write a letter to make a formal complaint about this particular lecture, indicating that you understand the rules and requirements but feel that the way he communicates with you shows his bias towards students from a 'specific ethnicity'. Mind you that you have been able to negotiate with your lectures previously under a similar circumstance. And you have right to do so.

楼主这个专业不是很了解，但我是商科有过这种经验，都不会这么难啊。
那他们拒绝你是什么理由呢？根据这些理由你再去一一解释也不行吗？为了一门课多学一年是很过分的。
我的经验是不要弄僵是最重要，然后把自己说的很可怜。

You can consider getting a job first while you do that 1 paper next year. Not sure about your discipline as a whole but most employer shouldn't have a problem with you starting work with 1 papers remaining if you explain to them your situation.

It is tough situation. Feel sorry for you. Have you talked to Rebecca who is the director of international student ? I had similar situation back in 2008, she gave me lotz of support when I negotiate with my department. You can possibly ask her to give some suggestions. If you are going to talk to some lecturers or department deans, just ask her to go with you. Sometimes, it is more effective in that way. They will take the conversation more serious. It is more likely to be a meeting between staffs, rather than between student and lecture. GOOD LUCK

没办法。。我朋友也是这样，他想waive一个eng stage3 paper, head of programme不同意，head of department不同意，然后他就去找了管他scholarship的人，那人就approach了eng。。最后同意了。。因为他都是a+...然后那个email就说。。。doing this is against the department's will, but due to your exceptional gpa, you are allowed to do so....一般这种事都要成绩很好。。才possible。。我觉得
