您好，一般民事纠纷是不会有限制人身自由的权利的, Anton Pillar Order 除外。

如果是政府的罚款，要视罚款数目的大小，一般不会，如果数目过大的话Collection Department是有权利在机场不让您出境，或者在您入境的时候扣留您的。

新西兰法庭对罚款没有明文规定，不过司法部有以下规定：

If you do not pay or make a payment arrangement by the due date, the Court can take enforcement action against you to collect the outstanding amount. The Court can:

Make compulsory deductions from your wages, benefit or bank account.
Seize and sell your property
Stop you from travelling overseas
Arrest you

一般貌似不到个1-2w纽币是不会通知海关扣你的。。。法院通知海关扣你还要付给海关钱的
