eastern hutt和kelson school都是lower hutt 评分满分的公立小学

decile ratings just show the socio-economic status of the students. again, personally, don't think that matters much. i had my teacher training in all decile 10 schools and i was still frustrated to find that teachers do not have the required knowledge to teach mathmatics and even english grammar.
