Looks like you have got the plate number and the owner's detail. contact the owner, you should have his/her home address (at least the address the car registed on), and go to the address and ask if he/her knows these two Chinese who were using the car at the time of the accident. It's easy man!

把他的车牌号给你的保险公司，就说撞完后他们就跑了。先交入门费修车，等保险公司处理结束后，入门费会返还的。
