Hi could you please answer this question for me?

I m currently holding a work permit which is going to expire in 5 weeks
I want to keep staying in new zealand after my work permit expires, so I want to apply for visitor's permit.
But on the application form, it says "make sure you allow enough time for us to make a decision on your application befoer your curent permit expires."

Q1: When should I submit the application form?
Q2: Do you think I am able to apply for a 1-year visitor permit?

貌似没有1年的VISITOR吧，都是直接给3个月的吧！然后3个月3个月的续，最长连续续9个月（如果我没记错）。递签证按道理最后1天递都不要紧，但是如果一旦被拒，直接就是35A，所以提前点申请，就算被拒也可以申请别的。记得以前递旅签都是最后1周递，节约些签证的时间，要不旅签几天下来了，就按下来的那天算，那几周的工签就浪费了。很久前的事了，现在的不确定。请专家指教。
